Health seeks multiple panels for ICT redevelopment

Panels to be requested in the near future will cover data services and IT change management

The Ministry of Health will create a series of panels of experts to assist it in a major redevelopment of information technology and business processes, scheduled to last three years and known as the National Systems Development Programme (NSDP).

A Request for Proposal (RFP) for the first of these panels for supply of “professional services” was issued in late October. Panels to be requested in the near future will cover data services and IT change management.

The RFPs for these will be released early next year, says a ministry spokesperson.

The NSDP is described as “a major programme of work aimed at delivering improved national payment systems, information and connectivity that will result in a better functioning health and disability sector”.

The payment systems referred to are to support payments “made on behalf of DHBs for providers, suppliers and health care users as they submit claims, invoices and refund requests to HealthPAC”, says the spokesperson.

“Information” and “connectivity” have various meanings, dependent on the context, she says.

The professional services required are divided into “business services” (including business analysis, process modelling and impact analysis), “project services” (project analysis, programme and project management, project review and administration, financial management and planning) and “strategic services” (options and feasibility analysis, strategic analysis, business-case development, commercial management and organisation change).

The panels will be called on where the ministry “does not have the resources or the capacity” to provide the necessary services, says the RFP document.
