LTNZ may take control of motor vehicle register

Land Transport New Zealand (LTNZ) is reviewing the future of registration systems in anticipation the Motor Vehicle Register, now maintained by the Ministry of Transport, could fall under its control.

Currently the Motor Vehicle register is the responsibility of the Ministry of Transport, where as the Drivers Licence Register is the responsibility of LTNZ.

The Ministry is investigating the transfer of responsibility for the vehicle register to LTNZ, according to tender documents released today, and this has led to a strategic review of both systems.

The review is to identify whether the current strategy can cope with the short to medium-term future of the registers and whether the registers are delivering, and will continue to deliver, the information and services required by NZ Police, ACC, the Ministry of Justice, the Ministry of Transport and Land Transport New Zealand.

It will also look at the original objectives of the two registers and determine how well these objectives have been met.

The review will scope options for the future of the two registers including technical and architectural issues and privacy and governance.

"Transferral of responsibility, in the long term, opens up a number of possibilities for the future of the two registers," the documents say. "The scope of this review is to ensure in the short to medium term the current strategic direction of the registers is appropriate for their long term future."
