    The Commerce Commission has released a draft report into whether the services that Telecom provides to other telecommunications companies to be resold should remain subject to the Telecommunications Act 2001.

  • Telecom settles with ComCom over broadband ad

    The Commerce Commission has reached a settlement with Telecom New Zealand Ltd (Telecom) under which Telecom will notify and refund approximately 1300 customers who may have been misled by a broadband promotion it conducted in 2008. Telecom will also contribute to the cost of establishing an internet-based tool which will enable consumers to compare the cost of various telecommunications products.

    The Commerce Commission has released its report on New Zealand broadband quality covering the period 1 July to 31 December 2009. The report examines the quality of broadband services provided by ISPs.

  • Telecom claim 'didn't breach Act' - ComCom

    The Commerce Commission won't haul Telecom over the coals for saying that its XT network reached 97 per cent of the population, a claim the company withdrew after finding coverage fell short of expectations.
    Telecom is adding another 55 cellsites and installing tower-mounted amplifiers — hi-tech hearing-aids — on 420 of its existing cellsites to improve the reach of the network.
    A review by British firm Analysys Mason that was released this month said XT was supposed to provide coverage in at least as many places as the CDMA network that it was designed to replace, but didn't.
    The commission's fair trading team looked into Telecom's 97 per cent coverage claim, but found there did not appear to be a breach of the Fair Trading Act, a commission spokeswoman said.
    "The commission is not proposing to undertake a full investigation at this stage."

  • ComCom recommends MTR regulation

    In a draft reconsideration report issued today, the Commerce Commission has indicated that its preliminary view is to recommend to Communications and ICT minister Steven Joyce that he regulate mobile termination access services, and not accept undertakings from Telecom and Vodafone.

  • Vodafone's retail plan could trigger MTR regulation

    Communications Minister Steven Joyce has sent back the Commerce Commission's recommendation to accept Telecom and Vodafone's commercial offers to lower mobile termination rates in lieu of regulation, after the latter telco launched a cheap retail plan for on-net calls.

    The Commerce Commission has issued a draft ruling on how Telecom can deliver superfast VDSL services, saying Telecom is allowed to use VDSL to deliver wholesale bitstream services with higher quality specifications than the regulated service, and can offer these services commercially.
